Overview: Starting with Windows11 version 23H2, Microsoft requires users to connect to the Internet for activation and verification upon first use. When the device is not connected to the network, it cannot proceed to the next step, and the local user cannot be created to enter the system desktop. It is not friendly for users who do not have a network environment or do not want to use Microsoft users, so let's introduce how to skip networking and enter the system desktop.
As shown in the picture below, you cannot click "Next" when the Internet is not connected;

• Solution:
  Step 1: Shift+F10 to open the CMD prompt window.

• Step 2: Enter OOBE\BYPASSNRO in the command prompt window and press Enter. The system will restart automatically.

• Step 3: After restart, when entering the "Let's connect you to a network" page again, we can find an additional "I don't have internet", click the "I don't have internet" option to enter the next step.
